its just based on a loop of water with pumps so it just goes in circles making energy. the rush of water in a smaller version of the larger one can power its pumps and continue to power a few generators which run the larger pumps for the massive scaled one. so you wouldn't be daming anything up, its just in its own area recirculating. I don't know how hydroelectricity actually works so they probably do this already. I don't know much about physics either so i don't even think this would work. oh well.
