I can't be the only one here who finds that a rather strange comment.
I'd almost say it sounds more like a "great way for shy extraverts to interact."
Or maybe not. After all, the main difference between an extravert and introvert is that extraverts tend to adjust themselves to the external situation and introverts tend to evaluate if the situation matches their internal expectations.
But still I think that an essentially extraverted person is more likely to start keeping a livejournal when they don't have enough interpersonal contact in their normal daily life.
