Abstinence programs in schools

Seems that in Texas, safe-sex programs in teen education gets less than a third of the "Just say no" programs' funding. Teen pregnancy rates in Texas are not low. Studies show that girls indoctrinated in abstinence teaching lose their virginity on average 18 months later. But they are more likely to have unsafe sex when they do pop the cherry, thus running a high risk of becoming impregnated or infected.

Is this because their education means they're not carrying condoms "just in case" their willpower breaks down? Is this a good use of taxpayer money if other programs reduce teen pregnancies/infections better?
