In England the word 'randy' means the same as horny; therefore no English people to my knowledge are called Randy, even if their name is Randolph which is rare, despite Winston Churchills father. In fact, talking of Winstons, the only person in England likely to be called Randy is a young black male whose parents have a rather outdated appreciation of British history, likewise Winston. Still I've come across no Randy's myself.
