No it doesn't mean the same thing here. Here, Randy doesn't mean anything; it's just a name. I guess it's short for Randall or Randolph.

Here's something to chew on: In the 1980's, there was an American TV show for children called Pee Wee's Playhouse. They had an obnoxious, belligerent 8w7 ESTP puppet named Randy. Paul Reubens aka Pee-Wee was arrested for publicly masturbating in a porn theatre in 1991.

It all goes together.
