Curious, I've seen 1s, 2s, 3s, 4s, 5s, 6s, 8s, and 9s who act like this, too.
How many is that...?
You must link the behavior to a motivation somehow. What are her behaviors as such telling you about her motivations? And what qualities - either subtle, explicit, or even explained by her - lead you to link the behavior to *that* particular motivation?
For example: Mr. Habes gives threatening legal notices to cops when they pull him over, for 8-ish purposes. He fears being violated, and reacts to that base fear.
Or: Mr. Dunahue gives threatening legal notices to cops when they pull him over, for 7-ish purposes. He does it to kill boredom and thrill himself by eliciting outrageous reactions, and spicing up situations.
Or: Mrs. Relish gives threatening legal notices to cops when they pull her over, for 2-ish purposes. She's a self-preservation Two ("me first"), who entertains latent, and perhaps unconscious, beliefs that she's above society and the law... because, hell, she does so much for it.
Or: Mrs. Habes sings and dances on stage for 9-ish purposes. She enjoys the lulling flow of the experience, and the oneness she feels with her audience.
Or: Mr. McCorvin plays with his companions in a childish manner, for 5-ish purposes. He enjoys collecting data and constructing hypotheses about people's reactions to offbeat behavior.
And so on...

Or 2-4, the "security" path... or 9-6, the "stress" path... or 8-2... and so on.
The above applies here, too, of course.
