They move towards structure, conformity, and routine for the same reason as E6s. I know a Counterphobic E6 at work who has social phobia, I don't think he's a Sensitive/Avoidant but he has many similarities. In the case of E4, they become self-conscious because they want to protect their self-image. They may see themselves as inferior to others and withdraw.
