: I remember visiting LA around 1991 when I was in high school and wondering where all of that infamous smog was. The skies had a slight grayish tinge to them but they were still nice and blue and I enjoyed my visit there quite a bit. The thing I do remember about LA is how I couldn't find a damn water fountain anywhere and how many restaurants charged for water. I'm not sure how bad the water shortage is now compared to the electricity shortage, but coming from a state that is the freshwater capital of the world I saw how much I took something like free water for granted.
'91... well, you came in the heart of the draught that lasted from like 1987-1994 or thereabouts. During the draught, a person could be fined for washing a car with a hose or running sprinklers during the day. No more draught... since 'Miracle March'.
