Which type 'lives off' the 'system' of government handouts?

I know I am going to start a mini-war with this one, but from what I've seen, the ones who live off of government hand-outs, NINES. They are very comfortable with following the routines required for the hand-outs with no hard work to do other than sitting around and taking it easy and waiting for their paycheck.
And PHOBIC SIXES.
Neurotic Fours and NEUROTIC Sevens ALMOST could, but either never do, or just don't last long, because they keep sabotaging their chances to 'live off' of it, because they CAN'T STAND all the rules and requirements and freedom of choice blockades.

These are most the types as 'outcasts'.
Also, I think the most inclined to turn to crime are SEVENS.
