I think you're on the right track with the idea that we 4's magnify (negative) emotions, just as 6's magnify (perceptions of) danger. But you give a rather back-or-the-book answer that doesn't fully explain WHY this leads a 4 to inaction.
I believe that the answer is that since we magnify these emotions, they are very painful, and we are afraid that by acting, we will bring on more of these emotions, making the pain even worse. The idea of lacking what others have comes in the form of seeing that others don't have this terrible pain, and wishing we could be as happy as they are. But in this situation, it's more of an effect than a cause.
Do 6's see the world more accurately than 4's? I doubt it. At a given level of health, I don't think any type sees the world more accurately than any other. They just have different points of view and blind spots.
