I think fours can sometimes be very charismatic. But fours are quite different at different stages. And fours are moody, so there charisma probably comes and goes based on this.
Of course, it depends on who you talk to. One person may find another charismatic, and someelse of another type would say the complete opposite, so it is subjective, too.
