2's are not necessarily extroverts--I know several introverted 2's. I would tend to interpret "outgoing" as "going out of your way"--It has nothing to do with being social in the sense of being the life of the party, but does have to do with interpersonal qualities. In a healthy 2, this will come through as being personable, well-liked, giving, and making others feel good about themselves. In unhealthy 2's, it comes through as strongly manipulating others into giving you what you want, and controlling others. The self-deception here is that the unhealthy 2 is unaware that he/she is doing this, but instead feels that he/she is helping others.
